History will be made in the Nigerian telecommunication industry today as Glo 1, the world’s first submarine optic fibre cable to be built by a single individual company, lands in Lagos.
The 9,800km long cable which stretched from the UK across all the West African countries, will be anchored to its Landing Station at Alpha Beach, Lagos, this morning.

The trend in the global telecommunication industry is for a consortium of companies or even nations to combine resources to build submarine cables as was the case with the SAT submarine 3 cable which was built by a consortium of 36 countries.
The Group Chief Operating Officer, Globacom Limited, Jameel Mohammed said Glo 1 would deliver transmission capacity that would radically change Nigeria and West Africa’s economic landscape by linking 17 countries to the rest of the world.
Jameel said the landing of Glo-1 was another milestone in the history of Nigeria’s communications industry, adding that the cable would provide unprecedented high speed internet services and make telecom services much faster, more reliable and cheaper for consumers.
Explaining the seeming delay in Glo-1’s arrival, the Globacom GCOO said that implementing submarine cable projects, particularly one spanning about 10,000 km from London to Lagos is an initiative that usually takes between two to two and a half years to complete.
Furthermore, he said that because the cable passed through various territorial waters and jurisdictions of several African countries, Globacom had to contend with lengthy approval processes.
“We needed permissions at many levels from all those countries to pass the cable through their territorial waters. We needed approval from security agencies, approvals from oil companies and from various bodies”, he said.He said Glo-1’s current and upgradable capacity is enough to provide whatever broadband capacity Nigerians require for the next 15 to 20 years at the minimum projections.He disclosed that the telecoms giant had factored Nigeria’s long term bandwidth requirements into the equation, adding that Glo 1 “can carry
voice traffic of all operators internationally. We can also provide IPLC (International Private Leased Circuit) for corporates”.He said high quality work was done in deeply burying the underseacable in such a way that there would be little or no chance of disruptions.Glo 1 which also has a dedicated link to the U.S, will revolutionise the provision of telecoms services in West Africa with its quality, speed, reliability and affordability for individuals and corporate organisations.Jameel said the submarine optic fibre cable will also support applications like teleconferencing, distance learning, disaster recovery and telemedicine among several other benefits for Nigerians and the people of West Africa.

Lagos - Scientists and environmental experts have warned that millions of people in Nigeria could be displaced by rising sea levels in the next half century, as ocean surges swamp some of Africa’s most expensive real estate and its poorest slums,
Painting a very worrying picture, the experts warn that Lekki, in Lagos State, and the entire Bayelsa State may sink because of adverse environmental conditions.

But the Lagos State Government has assured the people that pre-emptive efforts are already being taken to forestall the doomsday scenario.”Lagos is a megacity with 15 million people, half of them at two meters (6 ft) above sea level, and that puts them at risk as hardly any other big city in the world,” Stefan Cramer, Nigeria director of Germany’s Heinrich Boll Foundation think-tank and an adviser to the Nigerian government on climate change, was quoted by Reuters to have explained.

Cramer, speaking at the launch of a Nigerian documentary on climate change, said most scientists predicted sea levels would rise by one metre over the next 50 years or so.

“In 50 years with a one-metre sea level rise, two million, three million people would be homeless… By the end of the century we would have two metres and by that stage Lagos is gone as we know it,” he told Reuters.

Lagos state government has been battling to reinforce the long sand spits such as Bar Beach which protect the mouth of the main lagoon from the Atlantic.

But the effect would be limited and little was being done in terms of urban planning to adjust to the risks, Cramer told the news agency.

“Most of the construction in Lekki is bound to fail because it is built on sand which has never been properly consolidated,” Cramer said. “There’s only one option: moving to higher ground.”

The news agency said scientists are predicting that heavier rains and higher sea levels could wipe out much of Bayelsa which has a vast network of mangrove creeks home to isolated villages and to Africa’s biggest oil and gas industry.

“We may lose quite a good percentage of Lagos … and probably the whole of Bayelsa,” said Emmanuel Obot, executive director of the Nigerian Conservation Foundation.

“If that happens, the refugee problem will be so massive that I don’t think Nigeria is ready,” he added.

The creators of “Global Warming: Nigeria Under Attack” plan to show the documentary in schools and churches around Nigeria, according to the report.

With scenes of villagers sitting outside mud huts discussing using less wood in their cooking, or farmers showing crops swept away by flooding, the aim is to tailor the message of films like Al Gore’s “An Inconvenient Truth” to an African audience.

“Luckily the scientists are telling us that we haven’t run out of time entirely and that if we take the issue seriously, it might not be too late,” said producer Desmond Majekodunmi.

A heated controversy had followed similar predictions by Nigeria’s foremost oceanographer, Professor Frederick Apati, who warned in 1990 that Victoria Island, Lagos, could sink in the future because of ocean surge and climate change.

During the gala night hosted by Lagos State Governor, Mr. Babatunde Fashola in honour of the visiting President of the Federal Republic of Germany, Mr. Horst Koehler at Alausa, Ikeja, Cramer made a presentation on the implications of climate change in Africa.

Commenting at a late night joint press conference with Fashola after viewing the presentation by Cramer, President Koehler expressed the need for Nigeria and other African countries with coastal shelves to begin to take more seriously the dangers posed by global warming to the environment.

the Lagos State Commiss-ioner for the Environment, Dr. Muiz Banire, said there was no cause for alarm as the government had taken adequate pre-emptive measures to guard against global warming and ocean surge.

He listed some of the measures as the continuing shoreline protection, the Eko Atlantic City project which covers a substantial part of the Lekki Peninsula and Victoria Island shorelines, the preservation of lots of wetlands to absorb water in the unlikely event of serious ocean surge, the building of new as well as dredging of existing canals and channels to serve as de-flooding mechanisms, the acquisition of many emergency de-flooding equipment.

The Commissioner also mentioned the accelerated planting of trees to absorb carbon emission, the stoppage of burning of refuse, the increased reliance on usage of renewable solar energy by the state, the emphasis on multi-modal transportation through the establishment of the Bus Rapid Transit (BRT), expansion of water transportation channels and the planned rail mass transit systems as some of the measures taken to curtail carbon emission thereby reducing the risk of global warming.

New mobile operator aims for 1 million subscribers in first year

A new Nigerian mobile operator GiCell is launching at the end of the month and is confident of making an impact. With a number of high-profile companies already operating in the country, GiCell certainly has its work cut-out. Jaco Maritz reports

The growth of Nigeria’s telecommunications industry is one of the West African country’s most remarkable achievements. The success of the sector has re-assured foreign investors that Nigeria can be a highly profitable business destination regardless of the somewhat negative picture of the country sometimes portrayed by the media.

According to a report by mybroadband.co.za, Nigeria currently has 54 million mobile subscribers out of a total population of close to 150 million - because many Nigerians have more than one subscription, these numbers are however not always a reflection of the actual number of people using mobile phones.

Nigeria’s major operators include heavyweights such as MTN, Zain and Glo, as well as a number of smaller but still well established companies. With such a large number of players in the country, it is hard to believe that there are still operators brave enough to enter the market.

Usman Gumi, CEO of GiCell Wireless Limited, however differs from this viewpoint. “There is a need for another mobile operator because the current operators have not completely filled the gaps in terms of quality of service, nationwide coverage and affordability.”

GiCell will provide voice and data services using CDMA technology which it hopes to upgrade to the advanced EVDO technology as soon as possible. It is targeting 27 February for its technical launch.

GiCell’s business plan does however differ slightly from other providers in that it has partnered with the World Bank which requires it to roll-out its services in unserved and underserved areas. GiCell will therefore initially only target five Nigerian states, namely Adamawa State, Kwara State, Borno State, Oyo State and Cross River State but plans on covering the whole country in three years time.

Access in rural areas is still very low according to Gumi. “It is estimated that there are over 90 000 communities in Nigeria and if you add-up all the sites serviced by the current operators you will get to 20 000. If you assume each site is in a different community, it means we have only covered 20 000 communities out of the 90 000. A big percentage of Nigerians live in rural areas and are still not serviced.”

“There is a need for another mobile operator because the current operators have not completely filled the gaps in terms of quality of service, nationwide coverage and affordability.”

“We are targeting not less than one million subscribers in the first year, hoping to grow steadily over the next five years at 20-30% per annum. Despite the current number of subscribers there is still an addressable market of 50 million Nigerians who are yet to enjoy telecommunications services. This is also part of the World Bank project called Universal Access - meaning delivering service to each and every individual irrespective of location or the topography of the area,” says Gumi.

The World Bank will cushion a portion of the costs and the company has also received financing from various banks. GiCell is planning to keep its operating expenditure as low as possible and remain competitive but are not going to undercut the market.

Gumi lists obtaining financing as the main hurdle the company has faced up to now. “The biggest challenges we face is getting long term financing from our commercial banks. We have however received a lot of support from all the government agencies, especially the Nigerian Communications Commission because of their desire to see that services are provided to the rural communities in Nigeria.”

Since its return to democracy in 1999, Nigeria’s investment environment has improved significantly although problems such as poor power supply, corruption, bureaucracy and hostility in the Niger Delta remain. Addressing these issues seems to go very slowly and things have pretty much been two steps forward, one step back.

Gumi’s message to foreign investors looking to do business in Nigeria is a positive one. “Nigeria is heaven for investment. Investors should not take business decisions based on the negative media reporting; they should come to Nigeria themselves and discover the reality on the ground - they will find the visit an eye-opener.”

3000 Niger Delta Militants Surrender in Rivers

Over 3000 militants have reported at the Okehi Social Development Institute established by the Rivers State government for the reformation, retraining and re-integration into normal society as a way of ending their criminal activities in the state.
Governor Chibuike Rotimi Amaechi, Governor Chibuike Rotimi Amaechiwhile commending the repentant militants for wanting to drop their “criminal habits”, however warned them that any of them who had taken life must account for it.
The statement of the governor sounded like a no-general amnesty warning, as only those who have not killed before would be left to undergo reform without consequences.
“I want to tell you before the youths who are seated here, anyone who has taken life will account for the life he has taken. Those who have not taken live will be rehabilitated,” he said.
He pledged to provide more funding to enable the expansion of the facility which has accommodation space for 300 people.
It will soon be improved with its capacity doubled while certain educational facilities hitherto planned for outside the institute would now be provided there.
Amaechi, who charged parents to help arrest moral decadence, blamed them for abdicating their responsibilities of disciplining their children and said because of the hard economic times, they hardly are able to control their children who turn from their responsibilities to catering for them.
According to him, the Nigerian economy was better than those of some countries who still profess and manifest honest character than Nigerians. He called for social reformation especially with the value system of the society for the desired changes to take place.
He said he was not initially convinced that the scheme would work but that seeing the level of response, he would provide more funds for better facilities, adding that whereas he used to refer to militants as criminals, he would now call those who have reported to the institute as “our children” since the failure of parental guidance may have led to the problem they found themselves in.
“I am happy that you have responded to be reformed and retrained but I will be happier if you submit your guns. In fact, the more guns you surrender, the more resources I will provide for you. There are a lot of training programmes we have and those of you who indicate interest in them will be sent for training, sometimes outside this country,” he said.
He expressed regrets that people from outside the state were the beneficiaries of the construction work they have been doing in the state which meant that indigenes were either not interested in working or lacked the skills to benefit. He promised to kick-start training programme to impart the skills to them.
The governor said he was aware of the problem of falling back into criminality and has mapped out a programme to fit them back into the society where some would become employers of labour while others would be self-reliant or be employed.
A micro-credit scheme has been planned for them so that they can get the money to put into their endeavours after which they will pay back as it is not “free money” which he said he did not believe in.

National Emergence Mana-gement Agency (NE-MA)has issued an alert over the precarious position of the Niger Bridge which is the major gateway linking the eastern states of the to other parts of the country.
Ahead of the Christmas celebration which comes with it an unprecedented heavy movement of holiday makers using the bridge, a report from an on-the-spot inspection visit carried out by NEMA said the “bridge is being overloaded and this has heightened the fear that it might collapse if adequate measures were not taken”.
A statement signed by NEMA’s spokesman, Mr. Yushau A. Shuaib , said the Director-General of the NEMA, Air Vice Marshal Mohammed Audu-Bida (rtd) was alarmed when some experts from Federal Ministry of Transportation in Anambra State told him during the inspection of the bridge in Onitsha, that vandals of spare parts are constantly removing some bolts and parts from the bridge for sale.NIGER  BRIDGE
Speaking shortly after being briefed by officials of the Federal Ministry of Transportation and Setraco Nigeria Ltd on what should be done to avoid the collapse of the bridge, Audu-Bida said the agency would submit a report on the state of the bridge to the federal government for further action.
He said there has been a paradigm shift in the manner NEMA deals with disaster management, adding that the emphasis is now on disaster risk reduction through early warning signals.
According to him, NEMA has decided to be proactive by being ahead of the disaster which called for possible prediction of natural disaster before they occur.
The statement quoted the Deputy Director in charge of works in the Ministry of Transportation, Mr. Sylvester Jijingi, as saying that the bridge is being overloaded leading to a heightened fear that it might collapse if adequate measures were not taken.
According to him, at the time the bridge was designed, it was not envisaged that it should carry the kind of load it is currently subjected to which has made it unsafe.
In addition, he said, there is the issue of vandalism whereby hoodlums have been removing parts of the bridge that were helping to maintain the structural integrity of the bridge.
He said the permanent solution to the continued existence of the bridge was to study how the river could be stopped from changing its direction and exerting undue pressure on the bridge.
Audu-Bida directed experts involved in the maintenance of the ailing bridge to send detailed report on the condition of the bridge to him immediately to enable his office advice the federal government appropriately.

 Nigeria Needs $100bn for Infrastructure

The Federal Government has said massive investments in critical infrastructure such as power, transportation as well as the development of the Niger Delta region and agricultural sector has been estimated to contribute about 25 per cent to the gross domestic product (GDP).
But such investments, the government said, will in the next six years gulp over $100 billion - or N12 trillion, nearly twice the size of the nation’s external reserves and almost five times the size of the 2008 budget.
In a presentation entitled “A framework for Pricing Public Goods: Objectives and Characteristics”, at the Nigeria Economic Summit in Abuja, yesterday, Finance Minister, Dr. Shamsuddeen Usman, said over the next six years, Nigeria would need to invest over N12 trillion in four key sectors, namely power, railways, roads and oil and gas.
Usman explained that for power, the nation would need between $18 and $20 billion for necessary investments in six years with about $10 billion for railways. He added that, roads and oil and gas would gulp $14 billion and $60 billion in investments respectively within the same period.
He however said the government could not meet the financing requirements alone, thus, asking for increased collaboration between the public and private sectors.
To him, the private sector was a “more preferred” method of financing infrastructure provision.
Usman noted that, increased private sector provision in Nigeria required effective and efficient pricing mechanisms, especially as it relates to cost recovery and reasonable rate of return.

Speaking at the dinner organised for the summit on Wednesday night, the Chief Economic Adviser to the President, Mallam Tanimu Yakubu, said concerted efforts were being geared towards the maintenance, upgrade and expansion concurrently of critical infrastructure.
An appropriate framework has been developed to attract private sector participation and investment in infrastructure development, he said.
He said the administration had identified as priority areas for domestic and potential inward investment “power generation, distribution and supply; transportation including roads, railways and inland waterways; telecommunications especially laying of fibre-optic throughout state capitals and other commercial cities in the country and; investment in national gas grid for supply and distribution for power generation, petrochemicals and fertilisers”.
Yakubu estimated that the success of the administration’s ability to fulfil the objective of investment in the power sector, would fetch the economy an additional 5 per cent growth.
He explained that as part of its strategies, the administration had planned to increase the utilisation of existing energy capacities and also widen the nation’s energy mix.
“In this respect, the administration has set itself short, medium and long-term targets for power generation under its critical infrastructure agenda. In the short-term, power generation is expected to be in the region of 4000 MW (2009), 6000MW (2010) and 10,000MW (2011),” he said.
Noting that the administration’s medium-term objective was about 18,000MW, he stated that to fund the project, a $5.37 billion from excess crude proceeds account was agreed with the state governments.
Yakubu, who said the administration recognised the benefits of adequately utilising the nation’s large gas reserves, said: “We now have a National Gas Master Plan incorporating domestic gas supply obligation, appropriate pricing framework, national gas grid and gas fiscal reform.
“We also have in our sight the building of three Central Progress Facilities to be established in the Niger Delta to process gas and transmit this across the nation. We are also striving to establish regional processing hubs across the nation and facilitating the establishing of gas-based industries, power plants and export project alongside. The construction of the national gas grid will resuscitate our ailing industries al over the country.”
This, he said, would add not less than 3 per cent to the GDP in the short run.
Similarly, the presidential adviser said bold proposal on road concessioning and aggressive road sector development as well as maintenance programme which is expected to cover an estimated 5700 kilometres, has been estimated to contributed an additional 4 per cent to the growth of the GDP.
He lamented that currently, the GDP suffers a loss of 4 per cent due to unmotorable conditions of the country’s road.
Also, Yakubu posited that the Federal Government’s railway strategy would add at least 3 per cent growth to the GDP in the short-run.
“The Western, Eastern and Central Railway networks are to be rehabilitated and concessioned too. The infrastructure Concession Regulatory Commission (ICRC) is expected to commence work in due course,” he explained.
Yakubu added that the government’s proposal to strengthen the telecommunications sector would deepen teledensity and facilitate the use of internet in health, education and business to spur further growth in information technology.
In the agricultural sector, the adviser said the administration was resolutely pursuing a policy of sustained support for small-scale farmers, developing medium and large-scale and piloting the implementation of the warehouse receipt system in the food security agenda, which is capable of adding 5 per cent to the GDP.
Achieving the administration’s security targets by enforcing the laws of the country and guaranteeing the security to life and property in the Niger Delta, Yakubu said, would add 3-4 per cent to the GDP.
According to him, “a regional transformation in accordance with the Niger Delta Development Master Plan is expected to be achieved through timely and adequate funding and collaboration between the Federal and the state governments mainstreaming small business development initiatives, enforcing local content policy in the oil and gas sector as a way of widening local production.
“The development of a regional grid alongside an effective international transport system that connects the Niger Delta with other parts of the country is also in the pipeline.”
